Kevin Ra
CEO and Founder
Kevin is a local government "brat" with two parents that were lifelong public servants. First, his father, Charles Ramsey, Sr., was Cleveland's Commissioner of Community Development in the mid-1980s, leading Cleveland to multiple "All America City" designations and helping to lay the foundation to what would later become the Cuyahoga Land Bank. Second, Kevin's mother, Marty, was a leader in state government as the Assistant Economic Development Director for the state of Ohio under both governors Voinovich and DeWine. Kevin is also the god-nephew of legendary political leader George L. Forbes who served for 16 years as president of Cleveland's City Council.
Kevin is a Cleveland-Ohio based real estate investor, litigation consultant, licensed lobbyist and former Windows NT network engineer. As a real estate developer specializing in distressed real estate, Kevin purchased and sold over 300 vacant properties and closed over 4,000 distressed transaction sides over a 20-year career. Thereafter, he authored three U.S. Patents for improvements to methods necessary to complete the transfer 7of real property, including the COVID-19 Neighborhood Stabilization Model created to stabilize property values and create sustainable investments into the nation's poorest urban and rural school districts.
Prior to founding Parcel Revenue in 2018, Kevin ran a boutique litigation consulting firm that specialized in preparing solo law practitioners to litigate real estate and probate cases against the largest banks and financial institutions in the world. He also founded and directed two Cleveland-area non-profits aimed at reducing blight and housing inequality in urban communities.
As an expert litigant, Kevin personally argued the largest lawsuit ever filed (a defamation case) against the state of Ohio ($1.6 Billion) to the Ohio Court of Claims and Tenth District Court of Appeals.

She holds a High Performance Masters from the High Performance Institute, is a Certified Neurolinguistic Programming Coach, a Certified Problem and Change Manager, and a Certified Customer Success Management Consultant.
Julius L. Cartwright
Past President, National Association of Real Estate Brokers
Mr. Cartwright has been one of the county's most influential real estate brokers and real estate investors over the past 30 years and is a Past President of the 15,000-member National Association of Real Estate Brokers. He is also a former President of the Ohio Realtist Association and has served on the board of directors for several for and non-profit entities with both regional and national focus on urban development and financial literacy.
Kimberly Hodge-Edwards
Former Councilwoman, City of Warrensville Heights
Mrs. Edwards served as a councilwoman for 20+ years before becoming a senior staff member for Congresswoman Shontel Brown. A member of Cuyahoga Metropolitan Housing Authority's Family Self Sufficiency Housing Committee, Mrs. Edwards holds a master's degree in Social Administration from Case Western Reserve University and has served as a committee/board member for several Cleveland-area non-profits.
Ross Brankatelli
Retired Service Director, City of East Cleveland
Mr. Brankatelli has been a state licensed, professional engineer since 1998 and possesses over 40 years of municipal government experience in both urban and suburban communities. Before retiring, Mr. Brankatelli served in various administrative roles for multiple Northeast Ohio cities, most notably serving as City Engineer and Service Director for the city of East Cleveland as well as the City Engineer for the city of Aurora.
Ronnie Owens
Retired Commissioner, City of Cleveland
Mr. Owens' 30+ year public service career was punctuated by his appointment by Cleveland Mayor Frank Jackson as Commissioner of Waste Management for the City of Cleveland, serving as commissioner from 2003 until his retirement in 2016. He is credited with the nation's first deployment of RF-chip recycling containers and several state-of-the-art improvements to municipal trash collection processes servicing 150,000 homes.
Wendy S. Rosett
Attorney & Former Magistrate Judge - Shaker Heights, OH Municipal Court
Ms. Rosett has practiced law since 1991 and holds a Juris Doctorate from Case Western Reserve University's School of Law and a B.A. in education from Hiram College. Ms. Rosett also serves as a magistrate judge in the Shaker Heights Municipal Court in Shaker Heights, OH. Ms. Rosett has served as Parcel Revenue's General Counsel since 2017 and, prior to practicing law, taught special needs children in Ohio's public school systems.
